The Asia-Pacific Journal: Japan Focus Newsletter

Newsletter No. 29. 2012   July 16, 2012

New Articles Posted

Greetings!

Many of our readers of a certain age will recall the fear generated by the Cuban missile crisis of 1962 when Kennedy and Khrushchev brought the world to the brink of nuclear holocaust. This week Jon Mitchell introduces another dimension of that crisis: the view from the secret US missile base on Okinawa as former US missileers tell their story. Noriko Manabe details the No Nukes 2012 Concert and the role of musicians in the anti-nuclear power movement that is sweeping Japan. Those of a certain age will enjoy performances of musicians who are putting their energy into the movement.

Articles are arranged topically. In addition, we have added a guide to some of the most important, and liveliest, online and print sources on 3.11 including blogs and websites. Second, the list of articles now indicates all those available in Japanese translation or original, as well as other languages.

Jon Mitchell, "Seconds Away From Midnight": U.S. Nuclear Missile Pioneers on Okinawa Break Fifty Year Silence on a Hidden Nuclear Crisis of 1962

In October 1962, the United States and the Soviet Union teetered on the brink of nuclear war after American spy planes discovered that the Kremlin had stationed medium-range atomic missiles on the communist island of Cuba in the Caribbean, barely over the horizon from Florida.

The weapons placed large swaths of the Eastern U.S. - including Washington, D.C. - within range of attack and sparked a two-week showdown between the superpowers that Pulitzer Prize-winning U.S. historian and Kennedy advisor Arthur Schlesinger Jr. called "the most dangerous moment in human history."
Six months prior to the Cuban Missile Crisis, however, a parallel drama had played out on the other side of the world as the U.S. secretly brought near-identical missiles to the ones the Russians stationed on Cuba to another small island - Okinawa.

While the full facts of that deployment have never been officially disclosed, now for the first time three of the U.S. Air Force's nuclear pioneers have broken the silence about Okinawa's secret missiles, life within the bunkers and a military miscalculation of apocalyptic proportions - the targeting of unaligned China at a time when China-Soviet polemics were in full public view.

Jon Mitchell is a Welsh-born writer based in Yokohama. On 15 May 2012, Ryukyu Asahi Broadcasting aired an hour-long documentary based upon Jon's research called 枯れ葉剤を浴びた島 - Defoliated Island - Defoliated Island. This was followed by a 90-minute program - The Scoop Special - aired by TV-Asahi on 20 May 2012. He has written widely on Okinawan social issues for the Japanese and American press - a selection of which can be found here. He teaches at Tokyo Institute of Technology and is an Asia-Pacific Journal associate.

Noriko MANABE, The No Nukes 2012 Concert and the Role of Musicians in the Anti-Nuclear Movement

On July 7-8, 2012, a two-day mass rock concert called No Nukes 2012 was held in the Makuhari Messe Convention Center in Chiba, near Tokyo. The organizer was Sakamoto Ryuichi, member of the groundbreaking Japanese technopop group Yellow Magic Orchestra (YMO) and Academy Award-winning composer. Profits for the concert were donated to Sayonara Genpatsu 1000 Man Nin Akushon (Citizens' Committee for the 10 Million People's Petition to say Goodbye to Nuclear Power Plants), an antinuclear group which Sakamoto has been backing, along with Nobel Prize-winning author Oe Kenzaburo and others. The concert featured performances by 18 groups, including pioneering electronic groups Kraftwerk and YMO as well as rock bands Asian Kung-Fu Generation, Acidman, and others.

The concert took place the day after a massive protest in front of the Prime Minister's official residence (Kantei)-the latest and biggest in what has become a regular Friday-night protest, which, organizers estimated, attracted 150,000 people that evening. Sakamoto himself had participated in this protest, saying before the camera, "I come here as a shimin (citizen); it's important that we all do what we can and raise our voices."

Sakamoto's concert is a significant moment for the Japanese antinuclear movement.

Noriko Manabe is an Assistant Professor in the Department of Music and Associated Faculty in the Department of East Asian Studies at Princeton University, where she teaches courses in popular music and ethnomusicology. She has published articles on Japanese rap, mobile music, and Cuban music, and has articles in press on Japanese hip-hop DJs, wartime children's songs, and online radio. Information about her work can be found here.

Os artistas Hayao Tagaya e Hiromi Shimada (pai e filho, respectivamente) apresentam as peças “Kaminari” (Deus do Trovão) e “Neongyoku” (Cantando deitado) no Teatro Gazeta. No Festival do Japão, eles encenam o clássico “Kaminari” novamente.

A origem

Silk Road House

On July 14, Saturday, 5-7pm, Silk Road House presents:

The Color of Pomegranates

"The Color of Pomegranates" (original title "Sayat Nova") -- a 1969 film by Sergei Paradjanov about the celebrated Armenian poet, musician, troubadour, folk philosopher, and archbishop Sayat Nova (1712/1722-1795). So far about 230 songs have been attributed to Sayat-Nova ("Master of Songs"), although he may have written thousands more. He wrote equally well in Armenian, Georgian, Turkic, and Persian.

One of the greatest masterpieces of the 20th century, Parajanov's film is not so much a biography, but a series of tableaux vivants of Armenian costume, embroidery and rituals interspersed with scenes and verses from the poet's life: there is no plot and no narrative. Paradjanov is often using a motion picture camera to recreate icon paintings or Byzantine mosaics. The score, consisting of horn blasts, lutes, lyres, and gorgeous choral pieces has an ancient quality that lends a somber or sacred tone to almost every moment. Combined with excerpts from Sayat Nova's poems, many scenes recall the sensual, ecstatic, and transcendental works of the Sufi mystic poet Rumi.

Sergei Paradjanov (1924-1990) writes, directs, edits, choreographs, works on costumes, design and decor and virtually every aspect of this revolutionary (some say, surrealist) movie void of any dialog or camera movement, and Sofiko Tchiaureli (1937-2008) plays six roles, both male and female. Photography A. Samvelian. Shot in Yerevan, the film benefited from local museums and the Armenian Church. There has never been a film like this magical work - esthetically the most extreme film ever made in the USSR.
Running time: 88 minutes. In Russian with English subtitles.

The screening will be introduced and commented on by Alma Kunanbaeva.

By this film, Silk Road House continues its mini festival of four masterpieces by the outstanding director Sergei Paradjanov, screening them in a chronological order.

Leadership and Uncertainty:
New Approaches to International Economic Cooperation

Expositores:

Sybil Rhodes
(Universidad del CEMA)

Eric Arias
(New York University)

Injoo Sohn
(University of Hong Kong)

11:00-11:30 h: Contending Visions of the Americas: Regional Public Policies of Brazil, the United States, and Venezuela.

There are three contending models of capitalism in the Americas today: the (neo)liberal market capitalism of the United States, Canada, Mexico, Colombia, Peru, and Chile; the radical populism of Venezuela, Cuba, Ecuador, Bolivia, and Nicaragua; and the capitalist developmentalism of Brazil, Costa Rica, Jamaica, Uruguay, and Argentina. Among each of the groups of states representing each of the three varieties of capitalism is at least one would-be-leader state that is attempting to export its understanding of social and economic relations to its regional neighbors.

Sybil Rhodes. Profesora y Secretaria Académica, Departamento de Ciencias Políticas y Relaciones Internacionales, UCEMA.

11:30-12:00 h: The Dynamics of International Trade: Binding Overhang, Uncertainty, and Leader Change.

An important theme in the analysis of interstate relations is uncertainty. The dynamics of cooperation change if players are uncertain about the costs and benefits of cooperation. This issue has been addressed as the analysis of flexibility in international agreements. While there is a general agreement on the fact that flexibility enhances the stability of cooperative regimes, the overall effect of flexibility on average levels of cooperation is ambiguous.

Eric Arias. Estudiante de doctorado, Department of Politics, New York University.

12:00-12:30 h: Between Confrontation and Assimilation: China and the Fragmentation of Global Financial Governance.

This article explains China’s multilateral approach towards regional and global financial institutions in the early twenty-first century. Challenging the dichotomous views of ‘eventual assimilation’ and ‘systemic conflict’, the article argues that China’s strategic behavior suggests neither one-way assimilation into an American-centered liberal order nor a collision course with the United States and its Group of Seven (G-7) allies.
